Use HTTP header to turn on/off quirks related to maven handling

we should be able to send a particular HTTP header to turn off things like reporting upstream 5xx class errors as 404, which are used to keep Maven from choking. It would be good to have a strict mode for the repo manager that suppresses all these quirks and reports results as a more generic HTTP system should.
