Installation of PyNormaliz under Python 3.12

Under Python 3.12, line 41 of

install_pynormaliz.sh

in the Normaliz directory must be changed to

$SUDO $PYTHON3 -m pip install -v -v --break-system-packages $PYTHON_USER .

This is at least a temporary solution.
