Due to a new security change starting in macOS Catalina you will need to follow an extra step to open the application. In order to bypass this "feature" to open apps like before, developers need to have a paid Apple Developer account.
The first time you open the application you will need to right-click (or control-click) the app, and macOS will show a prompt asking if you are sure you want to open the app. Accept the prompt, and from now on you will be able to open blobsaver like a normal app.
If this still doesn't work you can also manually remove the quarantine attribute on the app from the terminal:
xattr -r -d com.apple.quarantine /Applications/blobsaver.app
Note: Removing blobsaver from quarantine might expose it to COVID-19 /s
