payments: remove payment_addr #84
Description
Current dependency on payment address which might not be required. All the info needed can be obtained from the payment key but the appropriate interface is not implemented yet (commerceblock/rust-ocean#11 https://github.com/commerceblock/rust-ocean-rpc)
