Enable NVGRACE_GPU_VFIO_PCI nvgrace-vgpu vfio variant driver in RHEL-10.1

v2: remove space in front of each commit log line.

The driver is already set to =m in /common/generic/arm/aarch64/
so removing the =n file in common will enable it for aarch64 builds.

The vfio subsystem update in RHEL-10.1, done earlier, brought all
the drivers/vfio/pci/nvgrace-gpu/ code up to v6.15-rc1.

Without an upstream patch to VMA mapping of the Hopper/Gracewell
GPU memory to cacheable, exec-ing an smi command to the assigned
vGPU in an ARM guest will hang the guest.  Known issue which will
be resolved in a future commit.  The VMA mapping series is currently
in discussion upstream.
