redhat/configs: Move CONFIG_RV_PER_TASK_MONITORS to common/generic

    redhat/configs: Move CONFIG_RV_PER_TASK_MONITORS to common/generic

    CONFIG_RV_PER_TASK_MONITORS is an RV configuration and it is equivalent
    in both Fedora and RHEL. So move the config to common/generc and remove
    the redundant entry.
