hrtimers: Rename debug_init_on_stack() to debug_setup_on_stack()

All the hrtimer_init*() functions have been renamed to hrtimer_setup*().
Rename debug_init_on_stack() to debug_setup_on_stack() as well, to keep the
names consistent.
