Merge: Move the CONFIG_AP and CONFIG_AP_DEBUG switches to the s390x subfolder

## Summary of Changes
During the review of another merge request (https://gitlab.com/redhat/centos-stream/src/kernel/centos-stream-9/-/merge_requests/6695) we noticed that the CONFIG_AP and CONFIG_AP_DEBUG switches are in the wrong location in the CS10 kernel. Thus move them here to the s390x subfolder, too, to synchronize their location again with the ARK kernel.
