    redhat/configs: automotive: Disable DCB and MPLS configs

    Disable CONFIG_DCB (Data Center Bridging) and CONFIG_MPLS
    (Multiprotocol Label Switching). This also
    automatically disables it's related dependencies.

    This is needed to satisfy a requirement of FuSa efforts
    for RHIVOS.
