refactor(comments): improve comment input field and engagement handling

- Remove direct engagement passing to CommentsBottomSheet
- Use HeadlinesFeedBloc for state management and engagement fetching
- Enhance UI for empty comments and loading state
- Update comment input field to work with Bloc for posting and editing
