[Feature Request] Have the AllOpt spew out actions instead of rules

We (stakesquid) allocate to 400+ subgraphs sometimes, and we need to execute those actions in batches of 100 subgraphs per txn.
We already have script to do it from a file containing the strategy, but with the AllOpt we can't do it.

I would like to ask for the AllOpt to print the actions queue to a file or stdout in this format:
graph indexer actions (un/re)allocate <qmhash> <amount> --network=arbitrum-one
