Upgrade to latest IVT release for CEDAR latest version check on Collection contributors

Currently we are still using IVT v0.0.24 from last August. Also our initial implementation of the CEDAR latest version check has been integrated into IVT recently, to keep things updated we should

• update submodule to use IVT latest github release
• switch to use IVT to check the latest CEDAR version
• remove the previously added VersionHelper module and CEDAR_API_URL config

Reach out to Max for the usage details and test thoroughly. If by any chance the error handling has changed in the newer version of IVT, we'll have to handle that accordingly.
