New configuration to control logging level between INFO and DEBUG #794
Description
Similar to the recent updates in entity-api hubmapconsortium/entity-api#891, we'll implement the logging updates in ingest-api to omit the unnecessary DEBUG details with using INFO level. Will still be able to turn on/off the DEBUG mode on the fly.
