Should public version of published protected Datasets be available via assets service

Currently the public version of protected datasets is not available via the assets service.  Should it be?

To be clear this would not include any access to protected datasets via the assets service.  Assets service access would allow a separate path to data that isn't protected (other than via Globus access), which hasn't been vetted and isn't set up for HIPAA/PII data access.
