Add initial controller code and deployment files

What this PR does / why we need it:

• Add initial controller implementation.
  Note: Currently, the controller just reconciles the resources, but doesn't translate them to envoy config, which will be added in follow-up PRs.
• Add Dockerfile and Deployment file to deploy the controller to k8s cluster
  Note: Currently, the controller image used in deployment file is from personal registry. We will replace it with official registry image for this project once it's setup.

I'm waiting for a github.com member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
