Bigeye metadata flip flopping in generate-sql

It appears that some of the Bigeye related metadata is "flip flopping" when generate-sql is running. Some properties, like set_partition_column switch between true and false for different PRs. This is unrelated to the actual change in the PR.
We should investigate and fix why these properties keep changing back and forth.

Relatedly, the same happens sometimes to column descriptions. Though this might be related to dryrun failures.
