MNT: Update minimum packaging to 17.0

17.0 is needed for the Version().is_devrelease property. While we don't
use this, pytest-doctestplus does as of 0.9.0. It's not worth the effort
of keeping a baroque set of version requirements for tests versus
installation, as there's no way to test the minimum version if we have
to upgrade for the tests. 17.0 has been out for 4 years, so let's not
worry.
