Expose health check information via "update status" API

Once health check information is included in the inventory collection #9412 , we'll want to add a boolean to the "update status" API which determines whether the health checks have passed or not.

As health checks often fail during an update, we only want them visible via the external API when the system is idle or when an ongoing update has stalled for a set period of time. Perhaps 15-20 minutes?

Just realized: I think we should add "sagas running for more than an hour" (picked "an hour" arbitrarily there) here. That way if sagas are stuck, they'll call support rather than having things get stuck at Nexus handoff.

I'm not sure if this belongs in the inventory or if it's just something we'd check when doing the API request.

Sounds good! I think it'd be good to have this in inventory so it's included in the support bundle.
