Refactor and Centralize Dockerfiles into Container-Specific Directories

This issue aims to modernize, refactor, and centralize the Dockerfiles currently located at the root of the project. The following containers files need to be relocated and organized into container-specific directories.

2. ./DockerfileDev
3. ./dhtest/Dockerfile
