Add Individual Recipients Requests

Summary

We are serving more and more period supply organizations and adult incontinence supply organizations so we need to update some of our logic to make the application work correctly for these organizations. We currently have a workflow for entering children and families into the system that allows partners to track their users and distributions over time but that functionality doesn't make sense for adult recipients. We need to add in individuals and individual requests that function like the family requests but for adults.

Criteria for Completion

• Add the ability to track adult individuals -- use the child as a template for this.
• Add in a new request link Request Items for Adult Users.
• Requests should function similar to family and children requests.
• Relevant tests to cover this functionality.
