Support variance annotations in -Ykind-projector mode

This change expands the supported subset of `kind-projector` syntax, specifically:

* `+*` and `-*` variance annotated variants of `*` placeholder
* Variance annotated named parameters in `λ` - `λ[(`-R`, `+E`, `+A`) => F[R, E, A]]`
