This pull request adds a BSD-2-Clause license file to the ICLabel repository.
Background
In September 2025, I reached out to you to clarify the licensing of ICLabel, since no license file was present in the repository. Given ICLabel’s close integration with EEGLAB, which is distributed under the BSD-2-Clause license, I asked whether ICLabel is intended to be licensed under the same terms.
In the subsequent email exchange with Arno (the maintainer) and Luca (who originally created the repository) it was confirmed that adding a BSD license is fine, and I was invited to open a pull request.
This PR implements that decision.
