Fix/update UT case name (#1224)

* support tmp promethus config

* modified according to heller's comment.

* add ut

* save the tf resource to tfstate locally instead of call the read method

* Revised the spec and ut for the name rule about PrometheusConfigItem.Name field.

* update the ut

* change ut case name
