What changes were proposed in this pull request?
TestKeyManagerImpl has test cases which use the createFile function. createFile is obsoleted by OMFileCreateRequest. Therefore, the implementation of these test cases need to be fixed and the test cases need to be moved out from TestKeyManagerImpl.
