A previous commit reverted the `if fips` check removal. Reverting that additionaly if, and leaving the rest alone.

This PR re-enables forced FIPS checking by removing the conditional if "fips" in rolling_product: check that was previously gating the FIPS protected changes validation. The change ensures that FIPS protected directory checks are performed unconditionally for all rolling release updates, rather than only for products with "fips" in their name.

- FIPS checking now runs for all rolling release updates regardless of product name
