    redhat/configs: automotive: Disable VLAN_8021Q_GVRP config

    Disable The VLAN_8021Q_GVRP config.
    This also automatically disables it's related dependencies.

    This is needed to satisfy a requirement of FuSa efforts
    for RHIVOS.
