Changes look good. Left a comment, could you take a look?
The helm binary will not be downloaded if it exists, this being said if we want to upgrade the HELM version locally, we need to delete the bin first.

This PR modifies make targets and some
hackfiles to use a local installation of Helm. Additionally, we are bumping the helm version in the Github Workflows.This is done after the new Helm 4.0.0 release during Kubecon
