feat(create-module-federation): update React to 19.2.3

Summary

Updates React and React DOM dependencies in the rsbuild-common template from 18.3.1 to 19.2.3.

Motivation

Currently, when running pnpm create-module-federation, the generated project uses React 18.3.1, requiring manual updates to React 19.2.3 every time. This PR updates the template to use the latest stable React version by default.

Changes

• Updated react from ^18.3.1 to ^19.2.3
• Updated react-dom from ^18.3.1 to ^19.2.3
• Updated @types/react from ^18.3.11 to ^19.0.0
• Updated @types/react-dom from ~18.3.1 to ^19.0.0

Testing

• Tested template generation with pnpm create-module-federation
• Verified the generated project runs correctly
• All existing tests pass

Fixes the need for manual React dependency updates on every project creation.
