Platform Update for Tpm2HelpLib

Description

Updating Platform .dsc files to include Tpm2HelpLib. This prevents these platforms from breaking once the Tpm2HelpLib is upstreamed to EDKII.

Integration Instructions

Include Tpm2HelpLib in place of Tpm2CommandLib if necessary, otherwise, just add Tpm2HelpLib to the .inf and include the header in the .c
